Windows Millennium Edition (WinME) does not include or support the MS PWS, however some users have been able to install it using some special techniques. One person's advice on this can be viewed here, however, I have also seen posts that suggest that this does not solve the problem or result in a reliable installation in all cases. Please note that Microsoft says they do not support PWS on Windows Me. That must mean something, eh?
Personally, I would avoid WinME for web development and use Windows 2000 Professional.
