Despite the text of this error message, this is a database folder permissions problem on the web server. It is caused by the Internet User (normally the IUSR_ComputerName) not having Read, Write, Execute and Delete permissions on the folder which holds your SF2K database. The user in question is a built-in user on an NT or Windows 2000 system.

These permissions are required for Access to create, modify and delete its locking file, which helps prevent data from being modified by more than one user at once. The lock file has the same name as your SF2K database file but has a file type or extension of ".lck" instead of ".mdb".

These permissions must normally be set on the web server but there are some tips and tricks at the StoreFront KB site that may help you fix these remotely.

Sometimes your SF2K web has been running fine and suddenly this error will start to show up. This can be due to several things either you or your web host have done. Some possible causes for this are listed below:

  1. You have changed the permission for your web using the FrontPage 2000 Security tools. This sometimes will reset the permissions on the fpdb folder.
  2. You have changed your database connection in FrontPage 2000 in a way that has reset the permission on the fpdb folder.
  3. Your web host has changed permissions on the web server.
  4. Your web host has upgraded the FrontPage 2000 Server Extensions on the web server or your web or has checked and "tightened" permissions on the extensions, causing permissions to be reset.

These are some of the most common causes for this error but there can be others.
